| The Freedom of Association Programme is part of the follow-up to the first global report on the ILO's 1998 Declaration on Fundamental Principles and Rights at Work, which concerns freedom of association. The Freedom of Association Programme is the first phase in a broader training programme on fundamental principles and rights at work. Its primary aim is to meet very quickly the pressing training and technical assistance needs expressed by constituents as regards the subjects covered by the first global report, namely those to do with freedom of association.
The Freedom of Association Programme should enable constituents to take into greater account and better apply the fundamental principles and rights at work in their relevant policies and actions. It should also provide them with the information needed to produce their reports and the information required by the Organization in this context. The Freedom of Association Programme will also give the Organization a chance to evaluate systematically the national situations that prevail in this respect and to supply the most appropriate technical assistance.
Entrusting the Programme to the Turin Centre is an essential step in integrating the Centre's activities with those of the Office in Geneva and towards recognizing the Centre as the Organization's primary training arm.
