ARTICLE 64
Closure
1. Any member of a committee may move the closure either on a particular amendment or on the general question.
2. The Chairman shall put a motion for the closure if it is supported by at least one-fifth of the members of the committee present at the sitting. Before putting it to the vote, however, he shall read out the names of those persons who have already signified their wish to speak and they shall still have the right to speak after the closure has been voted.
3. If application is made for permission to speak against the closure, it shall be accorded to one speaker from each group. If the closure is voted, one member from each group, no member of which has already signified his wish to speak under the conditions provided for in the preceding paragraph, may speak on the question under discussion.
4. In the case of the Resolutions Committee only the sponsor of the motion, resolution or amendment under discussion, or one of the sponsors if there were several, shall have the right to speak on the question under discussion after the closure has been voted.
